Policy Momentum: Smart Transformation Driven by Real Incidents

Following the Tai Po incident, public attention toward fire safety in older buildings has increased significantly. The Security Bureau noted that the Fire Services Department has already installed an IoT fire detection system under a pilot program in 10 older buildings (six storeys or below) and is currently evaluating its effectiveness. The first‑stage assessment is expected to be completed in Q2 this year. If results are positive, the solution may be extended to all relevant buildings. This signals a clear shift in Hong Kong’s fire safety strategy—from relying heavily on manpower and conventional installations to adopting connected, data‑driven safety management.

Technology Highlights: Real‑Time Monitoring and Automatic Reporting

The pilot system uses wireless connectivity to enable real‑time monitoring and rapid transmission of fire signals. When a fire is detected, the system can notify the Fire Services Communications Centre immediately—even before anyone calls the emergency line—supporting faster dispatch and reducing safety blind spots. This higher‑transparency approach aligns closely with our F.A.S.T (Fire Alarm Smart Technology) vision: leveraging AIoT for 24/7 monitoring, instant notifications, fewer unwanted alarms, and stronger operational visibility. By turning fire safety into measurable, traceable data, building operators can respond earlier and manage safety performance more proactively.

Real‑World Value: Faster Deployment, Better Cost Efficiency

In terms of deployment and cost, the IoT system can be installed within 2–3 weeks at around HKD 200,000, while traditional hose reel systems may take 1–2 years and cost around HKD 600,000. The government also encourages property managers to adopt digital maintenance record systems—covering e‑patrol logs, expiry reminders, and defect follow‑up workflows—while exploring firefighting drones and upgrading frontline equipment to enhance on‑scene communication and support.
